Douglas L. Talley, JD

Biography. Douglas oversees the strategic development function of both Risk International and Millennial Assurance Services. He continues to negotiate significant insurance claim recoveries for key clients and has negotiated and resolved international insurance claim disputes with European insurers for both domestic and foreign losses. Douglas also spearheaded the company’s insurance research efforts in Moscow, Berlin, Vienna, Prague, and Rome to retrieve Holocaust-era documentation related to confiscated Jewish insurance policies. He continues to oversee major insurance research and reconstruction projects for the company’s clients.

Douglas joined Risk International in 1987, and was promoted to his current position in 2002. He serves also as CEO of Risk International’s parent company, Millennial Assurance Services, Inc. Before joining Risk International, he spent several years in private legal practice with the firm of Roetzel & Andress litigating environmental, toxic tort, mass tort, and product liability claims, as well as insurance coverage disputes.

Recognized as an expert in insurance archaeology and policy reconstruction, insurance claim recovery, and environmental insurance law, Douglas has been quoted in Risk & Insurance, Business Insurance, The Journal of Commerce, Il Mondo, The New York Times, The Wall Street Journal, and has been interviewed on National Public Radio. He is a frequent speaker at regional and national seminars on the topics of insurance archaeology and insurance claim resolution, and has testified at various regulatory and congressional hearings on the issue of insurance recovery for Holocaust victims.

Douglas serves on the board of directors of Risk International and Millennial Assurance Services.
